The US Agency for International Development (USAID) continues to be at the forefront of the US Government (USG) response in the fight against HIV/AIDS. USAID is a major partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this 10-year, multi-billion dollar initiative in more than 90 countries. USAID is also a key player in the new $63 billion Global Health Initiative, which seeks to shift the focus of USG assistance from Agency- and disease-specific programs to a more integrated and synergistic approach across all aspects of global health.

The Research and Evaluation Advisor will serve as a member of the Research Team in the Office of HIV/AIDS’ Division of Technical Leadership and Research (GH/OHA/TLR). The TLR Division provides technical and programmatic guidance for state-of-the art programs for HIV prevention, care, and treatment as well as the application of related research into effective interventions and policies. The Research and Evaluation Advisor will assist USAID and USG field teams, host governments, and implementing partners in research and evaluation activities as part of implementation of evidence-based HIV/AIDS programs.

Programmatic guidance for this position will be provided by the Team Leader for Research. The Research and Evaluation Advisor will function as part of a multidisciplinary team with USAID/OHA staff working on HIV/AIDS prevention, care, treatment, and other HIV/AIDS services, and relevant interagency USG Technical Working Groups (TWGs) which provide leadership within PEPFAR.

ROLES AND RESPONSIBILITIES
The Research and Evaluation Advisor will be responsible for applying empirical data and complex analytical approaches to HIV/AIDS programming challenges in resource-limited settings. These include biomedical and implementation research activities, data analyses, policy analyses and cost-effectiveness analyses to optimize the use of resources for HIV/AIDS prevention, care, and treatment on national and global levels. Specific responsibilities include:

C. Function as a key member of and technical resource for the OHA/TLR/R team:

Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Technical Advisor’s own interests.

REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE

  • Master’s degree in epidemiology, statistics, biological sciences, social sciences, international health or a related field; PhD or DrPH desirable
  • Minimum five to twelve years’ experience working in public health, preferably including HIV/AIDS, with at least two years’ experience working for research projects in a developing country or resource challenged setting
  • Experience in analysis of survey , surveillance and/or clinical trial data required
  • Knowledge of principles, methods, theories and procedures of epidemiology and statistics, including research design, statistical analysis, and causal inference required
  • Knowledge of principles and practices of behavioral and biomedical research as applied to HIV/AIDS epidemiology, prevention, care and treatment required
  • Knowledge of cost modeling and cost-effectiveness analysis in HIV/AIDS policies and programming required
  • Familiarity with a variety of research and analytical approaches including randomized clinical and community studies and health systems interventions required
  • Track record of peer-reviewed publications desirable
  • Excellent written and interpersonal communication skills
  • Demonstrated flexibility and openness in responding to changing work priorities and environment
  • US Citizenship or US Permanent Residency required
