Programme Manager with Swasti
Job Location: New Delhi, India with travel to other parts of the country
Public Health Foundation of India and Swasti are jointly implementing a three year grant from the European Commission to improve the human resources for health (HRH) policy, strategies and practices in India. Though HRH issues are recognized as key to achieving universal access to health, civil society has played a little or limited role at a national level. Swasti and PHFI seek to engage with national and state governments as well as private and public actors to shape policy and practices in the public health care system in India. Towards this, research, documentation, capacity building and advocacy at the National level and piloting within two states will be taken up.
The Programme Manager will be the team leader of this project and report to the Unit Coordinator, Learning Systems Unit within Swasti. Implemented in partnership with the Public Health Foundation of India, the Project Manager will work with and manage a team of about 10 persons across both organizations.
Responsibilities
A. Partnerships
1. Ensure smooth working relationship with partners
2. Establish a joint delivery model reflecting the internalization and ownership of outcomes by the National and State Health department and sub departments, following the principles of partnership
3. Relationship building and maintenance with govt. officials, civil society organizations and private companies to facilitate research, documentation, capacity building, advocacy and learning and generate institutional buy-in for adoption of recommendations
4. Communicate and dialogue with the members of the Advisory Group and coordinate quarterly meetings
5. Participate and contribute in key decision making forums related to operations and strategic direction
B. Programme Management
1. Timely delivery of high quality deliverables as per the project log frame.
2. Development of and monitoring work plan and budgets for both partners
3. Conceptualize, design and support implementation of different components based on the needs of client and primary stakeholders
4. Synergize activities across the three components of knowledge building (operational research), skill building (capacity building) and advocacy and learning for policy shaping
5. Support National and State level government officials to understand the HR management issues in the health sector so as to diagnose the problem and determine the action to be taken
6. Provide input on developing frameworks and analysis for research, documentation and capacity building
7. Ensure resources (human, financial and material) are available in a timely manner for completion of different project components
8. Support the team members in development of tools, piloting, analysis, and workshops/trainings
9. Supervise the compilation and development of print materials to ensure quality
10. Translate documentation and research findings into meaningful content for capacity building
11. Identify opportunities for innovation, documentation & appropriate dissemination of best practices for sustainability and replication
12. Coordinate and ensure completion of project reports for partners and donor as per agreed templates and timelines
13. Coordinate with partners for planning and review meetings
C. Financial and contracting obligations
1. Financial and administrative oversight and compliance as per the contract
2. Implementation of prudent financial management practices ensuring fairness and transparency at all times
3. Ensuring financial reports are submitted on time
D. Human Resource Management
1. Ensure all positions are filled and necessary contacts are in place
2. Necessary consultants have been identified and contracted
3. Provide technical support, handholding, guidance, onsite & offsite support to project team
4. Conduct regular feedback sessions to ensure team is motivated and guided
5. Performance management of team including completion of appraisals.
Essential Qualification:
1. Post graduate degree in Public Health, Social Work or Management
2. Minimum of 15 years experience in the development sector, with significant portion of it being in public health and on human resource issues. Prior experience working within National and State governments is essential
Essential Soft Skills:
1. Excellent English verbal and written communication. Knowledge of at least one other language essential; Hindi and a South Indian languages is a definite advantage
2. Good analytical skills and a keen interest in development issues
3. Willingness to work in challenging situations
4. Familiarity with creative and participatory methods for CB
Essential Computer Skills:
1. Proficient in any Office suite (FOSS or Windows based)
2. Proficient in the use of word processing and web browsing software
Compensation: Gross salary of Rs. 200000 per month
