Is the Bipartisan Infrastructure Bill a Suitable U.S. Climate Policy?

According to a new BU Institute for Sustainable Energy (ISE) publication by a team of authors led by Peter Fox-Penner, ISE Director, the answer is no.

The authors assert that a complete national policy will have three critical ingredients: 1.) it will set clear national net-zero targets for all major regions and emitting sectors; 2.) it will require planning to meet these targets; and 3.) it will offer financing for demonstration, scale-up, and pre-commercial development.

“The bipartisan Senate bill is a giant leap forward,” says Fox-Penner, “and we should all be supporting it strongly. But we can’t stop with this bill; we need to push forward to a full-scale policy large enough to meet the challenge.”
