Kevin Gallagher, Professor of Global Development Policy at the Frederick S. Pardee School of Global Studies at Boston University, said that as the scramble for Chinese money in Latin America continues it will be imperative for Latin Americans to hold their public officials accountable.

The article specifically focuses on the recent rejection by the Bolivian public of a proposal to change their constitution to allow President Evo Morales to run for a fourth term.
